1. Place potatoes in a large saucepan, and cover with water. Bring to a boil, cover and simmer over low heat until fork tender, about 15 to 20 minutes. Drain completely and let cool. Roughly cut into bite-size pieces and place in a serving bowl. Add eggs, green onions, celery, onion, and dill. Gently toss.
2. In a small bowl, combine sour cream, mayonnaise, ground mustard, vinegar, sugar, salt and pepper. Drizzle dressing over the potato mixture and toss to coat. Chill in the refrigerator for at least 1 hour prior to serving. Check seasoning, dust with paprika and serve.
